It can be argued that the British were in Iranian waters, but this strip of water has been the subject of battles since ancient Sumerian times. The Brits per the 1975 Treaty probably considered themselves in Iraqi waters. The Iranians should have issued a warning and filed a complaint with the U.N. Clearly, they want more of a show-down.
